Individual Storm Shelter Rebate Program

This state program assists Arkansas home-owners who choose to install a shelter or safe room on their property. The program covers up to 50 percent of the cost and installation not to exceed $1,000. The statewide rebate program applies to persons who have installed safe rooms or in-ground shelters at their primary residence on or after Jan. 21, 1999. Safe room/shelter installation must meet FEMA Publication 320 or National Performance Criteria for Tornado Shelters standards.

In recent years, the number of applications has far outstripped the funding level of the program.

After hearing the concerns of Arkansans, ADEM will begin accepting applications for shelters installed on or before June 30, 2015. Applications will be accepted between August 4, 2015 and 4:30 p.m. on January 29, 2016. ADEM made recommendations to Governor Hutchinson regarding the closing of this program and he has approved this course of action.

In order for an application to be complete, shelter installation must be verified by the jurisdiction’s local emergency manager. Additional required information can be found in the application packet. Completed applications will be accepted from either the local emergency manager or directly from the applicant after they have received all required signatures and documents. Electronic submissions will not be accepted. Again, applications must be received at ADEM no later than 4:30 pm on Friday, January 29, 2016 in order to be processed for a rebate.

As previously announced, the funds available as of July 1, 2015 will be used to reimburse applications ADEM currently has on file. Any eligible applications received from now through January 29, 2016 will be processed as funds become available. Bear in mind, additional funding is not anticipated until July 2016 at the earliest.
